4th Qtr. Board Meeting

President Jay McMillan convened meeting at 1:15pm

Quorum was established with representatives from 6 of 7 active clubs present and represented - BTR, DBM, MHBP, CBC, PPBM, RMBM

Secretary’s Report :

3rd Qtr Report was accepted as published on line.

Audrey McKenney was introduced as new secretary.

Treasurer’s Report:

Larry Krueger presented the current report thru 11/16/07 - please see attached report for complete details

Highlights of the report include:

Overall, financially doing fine

Total Cash Balance was $34,871.34 as of 11/16/07

General Fund balance was $27,257.77

2008 State Team balance was $7,113.57

Scales have been purchased and are reflected in the numbers

Net cash flow to CBF for the period 11/18//06 to 11/16/07 was ($10,418.01) compared to $25,300.74 for the same period in 2006

The difference of ($35.7K) between the periods can primarily be attributed to the boat raffle proceeds in 2006 of $25.7K, expenses associated with hosting Divisional of $6.3K, and the purchase of the tournament scales / software of $2.0K in 2007

Motion was made and seconded to approve the Treasurer’s Report.

Tournament Director’s Report:

Mike Hubbard did not attend the meeting so there was very little new information available about the current status of the 2008 State Team Qualifier Tournament (STQT)

Jay indicated that the dates are in place and he was not sure on the progress of obtaining a host hotel for the STQT

The Amistad Resort - Byron Velvick’s hotel, was discussed as a possible site as Byron had indicated at several of the Elite tournaments that he would like to work with Colorado on being the host site and several members had already booked at his hotel.

CLUBS: Please plan on discussing at the January 2008 Board Meeting gifts/ giveaways structure at the STQT to allow people, especially those that do not make the State Team, have a pleasant experience. Initial suggestions included:

Everyone walk away with some type of reward - State Team Member and / or gifts prizes

Gifts / prizes are awarded to the non - Top 12 qualifiers

Some of the items available for purchase from the Alliance Program - trolling motor, steel prop, oil, Mustang Life Jackets - be given to the next tier of competitors after Top 12

Each Club donate a gift / prize at a fixed dollar amount - including non-traditional items such as Dinner Gift Certificates

Clarification was provided that the Tournament Director, not the Board, is responsible for the tournament rules and that these rules can be very fluid.

Youth Director’s Report:

Joe Lavery appreciated everyone’s support and help throughout the year (and apology to Blake)

We are seeing an increase in the number of youths who want to fish

Casting Kids and Jr. Clubs

Joe is putting together sponsors for both individual and / or main events

Cabela’s is a main sponsor

Banners this year

One lure for each child - type does not matter

2 Casting Kids were sent to Nationals in November and each received $500 for travel costs (combination of CBF and BASS proceeds) - neither made the cut for the Classic

Championship was in August

Jr. Clubs

Submit paperwork to Youth Director

Qualify at the state level

At the Championship - all kids (of age) will fish if we have enough boats. If not, may have to have Jr. Qualifier from each Club

Open for suggestions for lakes

New schedule is under development and the dates will be posted on the Website

Looking at the total number of members and new youth groups - including those in Denver, Colorado Springs and Western Slope

Youth Club contact numbers will also be available on the Website

Jay indicated that BASS may be changing the program after December 30, 2007 due to budget and enrollment issues

One consideration by BASS is to combine the two programs based on age group:

Ages 7 - 11 - Casting Kids

Older than 12 years - “graduate” into Jr Bassmasters

We may need to plan accordingly to changes made by BASS and he will keep us posted

CLUBS - Again, please submit your paperwork for your Youth Clubs and events to the Youth Director

Conservation Director’s Report

No report was provided

CLUBS: Please continue to bring conservation projects forward that improve anglers experience and the community.

Website Director’s Report

Frank Villa reported that the Website is close to being done

Working on pictures

Please contact Frank via email if any of the links are not working

CLUBS - you will need to build your own websites and give the link to Frank

Frank will work with you to develop your Club’s website

Also, free websites can be obtained from various sites including Bassmasters. Com, Active.com, and most of your individual internet servers - Comcast, Qwest, etc.

Old Business

Electronic scales and TAYSYS software have been purchased

Costs were within the budget (including rebate from BASS)

Jay displayed the scales

Software is written and testing continues

Looking at which computer to load the program

Software came with one license

System should be fully operational for the 2008 STQT

Trolling Motor Purchases

We are on track to receive the four trolling motors (2- 82lb and 2 - 105lb) this year. Motorguide slightly lowered the purchased amount so the check is going out this week and we should have by first part of December

The trolling motors will be sold at the same price as voted in the 3rd Qtr Board Meeting (82lb at $750 and 105lb at $800) - checks are to be made to CBF

Western Divisional Thank-You Gifts

Hooded jackets have been purchased for $475 or about half of the budget

CLUBS - On behalf of CBF, please be sure to thank your members and guests who helped in making this a successful event as we could not have done this without their hard-work and contribution

New Business

Larry Triplett and Audrey McKenney thanked all the Clubs and their members for their support of Larry at Nationals. The CBF support before (including the “Unofficial Larry Triplett Fan Club“), during and after the tournament was great. With the “flip bite” being off, your kind emails, phone calls and words of encouragement kept Larry fishing and was greatly appreciated by the two of them.

BASS Nationals Meeting - Jay provided the following highlights of the meeting and will provide more information as BASS shares it with him:

STATE TEAM MEMBERS - it was announced that Nationals will be at Millford Lake in Kansas - early November 2008

Sponsors / Alliance Contract

Alliance Contract with Triton, Motorguide maybe changing

Historically, CBF has signed the contract enabling a progressive (all the way to the Classic) prize levels to the State and Competitors. And, it has provided for purchases a fully rigged boat and / or trolling motors at a substantial discount

Boat can be any Triton-type and rigged as we want - cost is about 50% of dealer costs

2007 CBF purchased the 4 trolling motors

At the Classic in February 2008, Skeeter / Yamaha / Bass Cat may present but nothing was presented by these companies at the meeting

Triton and Motorguide Contract want an exclusive contract by 12/15/07

Both companies wanted CBF to sign a 3 year contract with no long-term incentive but also offered a one-year contract

Triton appears to be pulling away from the Classic / Pros and wants to invest in the Federation as this is the group purchasing boats

For 2008-2010, Triton is looking at increasing the progressive winnings / prizes (State Champion / Divisional / Nationals) but no specifics were provided

Jay recommended CBF sign a one-year contract with the existing Alliance companies- Triton and Motorguide - and take a “look and see” approach on what other companies may present in 2008

Motion was made and approved for CBF to sign a one-year Alliance Contract with Triton and Motorguide

Jay indicated that the Lowrance contract has been signed

This contract is different from the above and has different contract terms including the State’s vision statement, growth strategy, website, and picture / banners requirements, etc.

Again, the contract offers a progressive discount to members (CBF member / State Team / State Champion / etc.)

Lowrance will fulfill the orders but will not make any promise on the delivery date

Backlog on various models including the 520s and 528s

Lowrance supports main line store orders first - again all orders will be fulfilled

CLUBS - please contact Jay to order Lowrance products as he is the central point of contact for the order form. Also, please remember to proactively put up Sponsors’ banners to show appreciation / support and this may also meet CBF contract terms

Purolator is offering a cash incentive program for Clubs beginning February 2008

Purchases of an approved product list by Purolator and Bosch will be eligible for a cash incentive. Box tops, not receipts, will be required

Cash incentives will be provided back to each participating Club

Appears to be a great opportunity for Clubs and Youth Programs to raise money by partnering with local automotive stores/ service stations

Some items may have a $4 to $6 cash incentive tied to it

The program will be centrally managed. One person for the Federation will track the products / cash incentives by Club, submit a report 3 times a year to Purolator, and disburse funds back to the Clubs

Jay has volunteer to perform this function for CBF

Federation Membership - over 21K members and over 1K youth members

Western Divisional Hosting Responsibility

Will not overlap TBF

Each state has moved up one year

Arizona will hosts in 2009

Colorado will hosts again in 2017

BASS is not looking for a buyer but does have budget challenges

Currently looking at how manage within the 2008 budget of $1.6M (2007 expenditures was $2.6M - two Nationals)

Looking at various options for the future but nothing is final

State Champion would come directly from state qualifier and move on to Nationals

Concern was raised that eliminating Divisional would hurt membership as this is a version of the Classic for some members

Eliminate Nationals and determine the Divisional winner at Divisional to go to Classic

Looking at expanding in non-traditional sponsors

BCWC - Financials were in the black and the structure is changing but not finalized. Changes include:

10 Regions now 6

True-Buddy Tournament - no blind draw, stay with your partner all the way

Random polygraph tests may be administered at Regional / Championship

No state team swapping based on state attendance

Regional will be March 11-16, 2008 at the Delta in Stockton, CA

Championship is October 6-11, 2008 - destination to be announced

CLUBS - your teams need to sign up Mike Hubbard as they may go straight to Regional based on state numbers

Realignment of States between regions will not occur

Colorado can try to go to Central Region if it wants to push it

Central Division State Presidents would have to approve, which probably would not happen

CLUBS - if you want to make a proposal to move to Central Region, you can do it at the next meeting but it could be a 2-3 year process with a low probability of success

CLUBS - ANNUAL MEMBERSHIP / REGISTRATION MUST BE DONE BY DECEMBER 31, 2007

On-line Roster System will continue to be used

Federation membership is time sensitive

Updates to BASS must be in by December 31

Each club must have 6 or more members

Annual Dues are $37 - $17 to CBF and $20 to BASS

Increase in CBF dues from $15 to $17 was schedule to terminate at the end of 2007. Motion was made and approved to maintain the $17 annual dues through 12/31/08. Beginning January 1, 2009 the dues will drop to $15 unless approved by the Board to be changed or maintained at the $17 level.

Frank Villa recommended some kind of recognition (incl. plaques) be given to sponsors, including those who provide a meeting room and food

Clubs - please let Jay know on who the sponsor is and amount of money for recognition (Frank has a contact in Ft. Collins than can provide plaques at a reasonable price.)

Denver Bassmasters had several announcements:

Next Club meeting at 7pm on December 5 at Bass Pro Shops. Matt Vincent - Editor of Bass Times is the guest speaker

December 8-9 is Ice Fishing Weekend at Bass Pro Shops and DBM will be emceeing

For kids (just for fun) - 4-6 fishing stations with 400 trout

CLUBS -DBM is looking for volunteers for this event. Please contact Tom Grace.

Colorado State Park Passes - there will be a slight increase in park fees for 2008

CLUBS - if you are hosting opens, please post on the website for greater attendance (contact Frank Villa for assistance)

CAST and Ft Carson Kids will be posted

Please check Jr. Bassmasters schedule for overlap dates as they need as many boats as possible for their events

Next CBF meeting will be on January 19th (third Saturday of month). DBM will host - time and location will be announced

Jay will talk to Allen to see if there will be a State Team Meeting on this day

At the meeting, we will need to elect officers as every position will be open

A motion was made and approved that all current officers - Jay McMillan, Larry Krueger, Audrey McKenney, Mike Hubbard, be nominated as candidates

Conservation Director is vacant and CBF is seeking candidates - the Director does not need to develop a huge project but just help rebuild the program.

Clarification of the by-laws was made that the Vice President and Tournament Director are two separate leaders. The Vice President is responsible for the functionality of the tournament and can have a Tournament Director working with him / her.

CLUBS - please bring Officer nominations to the next meeting.
