· Jay McMillan started meeting at 1:00pm
· Quorum was established with representatives from DBM, Centl BM, PPBM, MHBP, RMBM, and CO BM
· SECRETARIES' REPORT
· Secretaries report was handed out and was approved
· TREASURERS' REPORT
· Larry Kruger provided 4th Qtr report
· General Operating Fund $38,373.50
· 2010 State Team $6,068.93
· Treasurer’s Report was approved
· Larry Krueger suggested that CBF goes back to old format for paying for STQT and to gain “touch” with members
· Clubs would pay with one check with all participants versus multiple checks received from on-line vendor
· Need to find a way to continue on-line for competitor information
· Would save about $12.50 per competitor which would go back to state team
· Clubs need to discuss different options including CBF setting up an account to handle credit cards and reduce fees
· TOURNAMENT DIRECTORS' REPORT
· Mike Hubbard provided a recap of the 2009 STQT at Grand Lake. Overall, everything went very well and appreciated every one’s help in making it a successful event.
· Mike refunded the error on late charges being applied inappropriately thru the online system.
· PRESIDENT’S REPORT
· Jay McMillan provided a recap of issue(s) related to Western Divisional
· Washington state charged a hosting fee that was not well communicated; it was “hidden” within the side pot
fees
· Side pot was $1200 per state team – voluntary to participate.
· The side pot provided a payout for several places after first place team
· If we join the side pot, and place better than 4th, we at least break even.
· If we placed lower than 4th, the State Team would lose money.
· The team elected not to join the side pot.
· Because of computer tracking issues related to Big Bass at the tournament, BASS had CO state team captain pay an additional $50 at the tournament meeting.
· After the tournament, Washington insisted on Colorado paying $200 as a “hosting fee”.
· After refusing to pay the voluntary hosting fee, Washington later asked for $195 for use of a boat/captain to take out CO Jr Bass masters on the last day of the tournament.
· Charge was being requested after CO asked numerous times at the tournament if we needed to pay WA for taking the juniors and the WA response was “No.”
· In addition, CO bought an “in-kind” gift for the boat captain of the juniors.
· Jay paid WA the $195 out of his pocket to alleviate any issues with CO’s Jr. Bass master moving on to the JWC
· Jay expects Arizona will probably do something similar (requesting a hosting fee of $200) in May 2010
· CO needs to decided what to if the team (1) elects not to join the side pot and (2) if the team elects to join the side pot, should the $1,200 come out of the state team money.
· Motion: Any “mandatory” fee is to be paid out of state team fund upfront, not from the general fund and participation in side pot is voluntary decision by state team and funded by state team.
· Resolution: Jay will go back to Divisional Presidents about formalizing a “hosting fee”, including capping amount and writing the decision in “internal” rules of western presidents. He will bring back the response to CBF in January 2010 meeting.
· Motion was made and approved for CBF to reimburse Jay for the $195 he paid to WA for the use of boat / captain for the two junior members.
· YOUTH DIRECTOR’S REPORT
· CONSERVATION DIRECTOR’S REPORT
· Todd Gentzel provided an update
· Water rights – Cal Delta at risk
· International ocean areas – ocean and great lakes may be block off for fishing
· In August, Sam Hamilton elected to Fish and Wildlife – good for BASS
· We need to get involved on these and other issues
· Fizzing fish - BASS has put out detail instructions on how to best fizz fish. The device can purchase on BASS web-site.
· NEW BUSINESS
· Jay needs to give input Jan – Feb timeframe on what to do IF economy did not allow BASS to hold both divisionals and nationals – need input on would competitor pay to go to Nationals or go from divisional. Creation of a minimum # to form a state (Or Country Federation)
· North Dakota & Australia want to form federation
· No present minimum in print (Recollection was 100 members and 6 clubs)
· We allowed Nevada to form with 36 members and 6 clubs
· CLUBS need to provide Jay input, if any, at January Meeting
· Alliance Contract - every signee receives $5,000 cash by signing. CBF will sign contract. All contestants MUST wear shirt on stage.
· Mercury treating Federation as “individual” people – 35% and 9% off for state and state team members only
· 2010 STQT lake selection was voted on. Clubs presented their initial three lake selection. After three rounds of voting, Lake Havasu was selected.
· First week of March is the choice, with second week of March if necessary.
· Same format and proposal as last year
· Cut-off will be 2 weeks before tournament
· Draw – will be the same as in the past. Software default will not pair people from same club, thus some people may be paired with the same person twice during the tournament.
· Motion was made and approved that Pre-fish will be for 2 days and tournament will be three days
· Jay wants Clubs to take back to their members the idea of rotation of three lakes for future
· Dues need to be sent Audrey
· Jan 16, 2010 – next meeting at 1pm. Denver checking on location
