McMillan convened meeting at

established with representatives from 6 of 8 active clubs present and
represented - BTR, DBM, MHBP, CBC, PPBM, RMBM
Jay recognized and
welcomed Colorado Bassmasters, who received their new charter in December 2007,
as a new club in

4th Qtr Report was
accepted as published on line.

All dues - BASS
membership, BASS Federation, and CBF - need to be current if you are going to
fish the STQT in February. If not current, you will have bring
them current prior to registration in order to fish the tournament. BASS
membership can be paid via phone or online and BASS Federation needs to be
updated / paid thru the web-site. IF YOUR BASS MEMBERSHIP IS EXPIRING ON

Report:

presented the current report thru
Highlights of the
report include:
Overall,
financially doing fine
Total Cash Balance
was $31,160.65 as of
General Fund
balance was $23,646.71
2008 State Team
balance was $7,113.57
2009 State Team
balance was $400.37
Trolling motors
have been purchased and are reflected in the numbers
Motion was made and
second to approve the Treasurer’s Report.
Tournament
Director’s Report:
Recognition was
given to Mike Hubbard for the excellent work he has done on the web-page and
keeping people informed about changes / news on the State Team Qualifier
Tournament (“STQT“). (Go to CBF home page and click VP / TD link for all the
information on the STQT.)
New scales were
purchased in November 2007 and Jay has completed testing the software. Mike has
the system and will be using it at the STQT. The old scales will also be
available as back-up.
Highlights of the
general discussion were as follows:
Each Club
participating at the STQT needs to pick a team captain for Mike to interface
with on issues
Captain is
responsible for having each Club STQT participant’s telephone / contact number
in
Captain will
represent / be the Club’s spokesperson on resolving issues
Captain is
responsible in making sure Club participants boats are
Encourage first
time participants to go as non-boater or help them with the learning the
process
If there is a boat
in question, please call Mike in advance / before leaving the state
Based on input from
the Club Captains, majority rules on problem- solving (no exceptions from other
members in the Club)
If you change
partners, please let Mike know as soon as possible
Passports are not
required for this tournament - (in lieu of passport - must have ID / official
birth certificate)
Can pre-fish with
others as long as your travel partner is OK with it and the person is not an

Off-limits was

Launch - we will be
checking kill switches and live well aeration on the water
Boaters and
non boaters are encouraged to discuss at the beginning of each day: sharing of
information with others; going to (or telling others )
fishing locations obtain from pairings; and marking spots on GPS units while
fishing. Please be respectful of each other and practice good sportsman-like
conduct.
Clip boards will
more than likely be used for the tournament to identify boat numbers
Weigh-in - will be
looking for volunteers from first flight each day to help with weigh-in. (More
to follow)
One person will be
bumping the fish and another person from a different club will be verifying the
fish. We will measure the fish any way to help it make the limit.
Mike will be
purchasing needles for fish bladders
“On-the-water”
liability
All three dues -
BASS membership, BASS Federation, and CBF- must be current and we will be
checking at registration. If not current, you will have to bring current to
fish the STQT.
Fishing regulations
are posted on the Web-site. Still searching for clarification

Extensive time was
spent on what is the pairing process if a boater encounters a mechanical
problem during the tournament
Various suggestions
were discussed including renting a spare boat from a marina, another person is
encouraged to bring a “back-up” boat (fishes as a non-boater if no problem
arises), designate a “guest / rider / observer” to fish all 3 days, send 3
people out in boat on a volunteer basis, etc.
General agreement
was as follows:
If a boater breaks
down before the day’s launch, both the boater and travel partner would sit-out
(unless someone volunteers to sit-out)
If the boater is
able to get the boat operational, after contacting the Tournament Director, the
boater and travel partner will be allowed to fish the rest of day together
If a boater encounters
a problem after launch, then the boater and non-boater pairing will sit-out.
Again, if the boat becomes operational, both people can go and fish the rest of
day after contacting the Tournament Director
Boaters can use
spare / rental boats if needed. CBF will try to make some advance
contacts / have contact information available (the boater is responsible for
the costs - not CBF)
Will allow three
people to a boat on a pure volunteer basis
AGAIN, THE
TOURNAMENT DIRECTOR CAN CONFER WITH THE CLUB CAPTAINS
IF NEEDED TO DECIDE ANY ISSUE BUT MIKE IS EMPOWERED TO MAKE THE FINAL DECISION.

EACH CLUB IS TO BRING A $35 GIFT / GIFT CARD TO THE TOURNAMENT
CBC is supplying a
free entry fee into their “Full Moon” fishing tournament
We may have between
50-80 participants and Jay has some promotional items available from sponsors

Youth Director’s
Report:
On
BASS later
announced on December 18 that the junior competitors that would have gone to
the classic in February 2008 will now fish their championship in August 2008 at
Oneida (NY) in conjunction with the Bassmaster Elite Series Tour.
The selection
process for
2008 Western
Divisional is scheduled for May 11-16 in ID - qualifications need to be done by

constraints and our water conditions, the 2008 JWC semi-finalists will be 2nd
place finisher from 2007. The Casting Kids finalists will come from the
Septemeber 2007, with the Championship being held on
BASS is no longer
providing travel assistance to these programs for the Championship at Nationals . There was discussion about ongoing support by
CBF.

Purchases
Four were purchased
- 2- 82lb and 2 - 105lb and one of the 105 lb has been sold

trolling motors are - 82lb at $750 and 105lb at $800 - checks are to be made to

trolling motors and three stainless steel props (21 pitch
- Mercury) should be available in a few weeks

the last year the state Federation Presidents will be invited to go to the

participating this year to obtain information on the new Sponsorship programs
Nationals at
Millford Lake in Kansas - early November 2008 - since Colorado signed the
alliance contract with Triton, Triton should provide a boat for our contestant
(again, more to follow after the Classic)

National Sportsman Association has contacted CBF about pending legislation to
change existing laws on selling recreational land to mining companies at $2.45
